Reis Park Expansion Project Update

We have officially exchanged acreage with Westchester County, gaining access to 11 additional acres connected to Reis Park for new recreational facilities. At the June 6th Town Board meeting, we approved the proposal from KG&D Architects to provide their professional services during the planning stage. At the September 5th meeting, we approved their proposal for the Plum Brook Road Access Driveway Design, which will allow emergency access.

 

Installation of Route 202 Crosswalk/Sidewalk by DeCicco & Sons and Heritage Hills Project Update

The New York State Department of Transportation has approved the plans for the crosswalk and sidewalk. The Town Board has also approved the construction by initiating the bidding process. This includes the sidewalk and pedestrian crossing at the Heritage Hills Drive/DeCicco & Sons Supermarket intersection and the northern side of Bailey Park. These decisions were made at the June 6th Town Board meeting.  Further, at the August 8th meeting, Woodard & Curran was approved to provide construction administration services.

Trailside Estates Residential Development

The Trailside Estates project site is proposed as 81 townhouse dwelling units in the northeast corner of the Town, near the Somers Commons Shopping Plaza and the Mews development.  Of the 56.8-acre site, 34 acres will remain undisturbed, supporting the Town's efforts to conserve 30% of land in the Town of Somers. (Back in September 2023, the Town passed a resolution committing to preserving 30% of its land and waters by 2030.) The property abuts the North County Trailway. The project also proposes the construction of a 6,000 sq ft community center and dog park, which will be dedicated to the Town of Somers.  The documents were submitted to the Town Board at the August 8, 2024 meeting.  You may review them here and provide any comments by emailing tbmeeting@somersny.com.

 

Westchester Power Program

For the past eight years, the Town of Somers has been one of the many municipalities in Westchester County to be a part of the Community Choice Aggregation program.  This program has provided an alternative electric supply for residents and small businesses and replaced NYSEG as the default electric supplier.  The Town has been through several contracts with different rates and suppliers over the past eight years.  Throughout the duration, residents have had cost savings.  To keep costs down, the Town has always opted to go with the least expensive fixed rate, the standard electric supply rate.  Due to recent NYS regulations, the standard supply rate is no longer offered, leaving the higher rate options of 50% or 100% renewable rates.

More recently, under the current contract, the difference between Westchester Power's rate and NYSEG's rate has spread: Westchester Power's fixed standard rate is 11.2¢/kwh while NYSEG's trailing average is 7.8¢/kwh.  This, combined with the fact that the standard rate option was no longer available, led to the Town Board's decision at the September 5th meeting to no longer continue with the program.  Our obligation to the residents is to keep the cost down. Please note the following:

     - The current Westchester Power contract with Direct Energy Svc as the supplier will end on November 30, 2024.

     - Effective December 1, 2024, your electric supplier will revert to NYSEG with their variable rate.

    - You do not need to do anything; this will automatically happen.

    - NYSEG will be mailing you a notice of this change.

    - You have the option of either staying with NYSEG as your electric supply provider or you may choose an alternate ESCO (Energy Services Company). You may visit the NYS Public Service Commission, Power to Choose website.

      

Environmental Sustainability Initiatives

Food Scrap Recycling – Are you looking to dispose of your food scraps?  The Town has a food scrap recycling program in place.  Recycling food scraps reduces trash sent to landfills, reducing greenhouse gases and minimizing climate change. You may bring your scraps to the designated area at the Somers Highway Department, 250 Route 100, from 8am-4pm, seven days a week. Please click here to find the list of acceptable items and the disposal process.

EV Charging Station Grants – The Town received notification of two NYSERDA grants that were awarded for $5,000 and $10,000 for the installation of a new dual EV charging station at the Town House. This station would be for public use and Town-owned vehicles.  Permission is being requested at the October Town Board meeting to solicit RFP’s for this project. EV charging stations use renewable energy and contribute to reducing our greenhouse gas emissions.

 

New Lighting Outside the Elephant Hotel

If you've seen the caution tape on the front lawn of the Elephant Hotel, it's because we are upgrading our outdoor lighting.  The uplighting will enhance our new beautiful Old Bet statue and shine proudly on the American and POW flags. The electric work also sets the stage for the holiday lights display on the Christmas tree, menorah, and the Elephant Hotel.  Upgraded lighting on the Elephant Hotel is being installed just intime for preparations for the 200th-year celebration in 2025 for our National Historic Landmark, the Elephant Hotel—more information will follow next year on this momentous event.

New LED Sign at Reis Park Entrance

The entrance to Reis Park has been lit up with a new LED double-sided sign.  This sign will raise awareness and encourage people to view upcoming activities, programs, and events. Additional sitework, landscaping, and a permanent Reis Park / Somers Library sign to come.

 

Supervisor Scorrano Meeting with the 10 am Men

Supervisor Scorrano met with the members of the 10 am Men club in Heritage Hills this month to provide a Town update.  Some topics discussed were the Westchester Power Program, Installation of the Route 202 Crosswalk, Reis Park Expansion, American Rescue Plan Act (ARPA) funds, the upcoming 2025 Town of Somers budget, and scams targeting older adults.

The Supervisor will speak to any organization upon request.  

 

Patriot Day Remembrance Ceremony

This September 11 marked 23 years since the terror attacks at the World Trade Center, the Pentagon, and in Somerset County, PA.  A remembrance ceremony, organized by the Somers Historical Society, was held at Bailey Park, the site of the Somers Unity Garden, to pay tribute to those we lost and honor the survivors.  May we continue to remember the Somers families who lost a loved one during that tragic day: the Bishop's, the Klares and the Spors families.

 

Eagle Scouts

Over the summer, we were proud to honor two young men who achieved the rank of Eagle Scout:  Lucas Fry and Mark Tengstrom.  The Eagle Scout is the highest rank attainable in the Scout BSA program.  It has been a long-standing tradition in Somers for our young men to earn this exemplary distinction.  Councilman Thomas Garrity attended the Court of Honor at the Amawalk Fire House and presented them with proclamations from the Town. For their projects, Lucas replaced and upgraded the wooden fence rail at Firemen's Field, and Mark created a walking trail and built a wooden bird blind at Rhinoceros Creek Reservation.  Both boys' projects benefit our community and our environment. We congratulate them on this exceptional achievement!

  

Somers Consolidated Water District Water Main Flushing

On Tuesday, October 1, 2024, through Friday, November 1, 2024, from 9am to 3pm, Somers Consolidated Water District (SCWD)staff will be performing water main / hydrant flushing throughout the district. Signs will be posted where they will be working near the entrances and exits of the neighborhoods.

Schedule:

    - October 1-4: Windsor Rd., Hidden Meadow, Rte. 6 & Mahopac Ave., Clayton Blvd., Crossroads Plaza

     - October 7-11: Amawalk, Mahopac Ave., Granite Springs, Horton Estates

     - October 15-18: Shenorock area East of Shenorock Dr.- Cypress Ln, Forest Ln, Rogers Ln, Old Mill Rd, Tighe Rd, Miller Ave and side streets

     - October 21-25:Shenorock area West of Cypress Lane- Shenorock Dr, Ross Dr, Crest Dr, Parkway Dr, Valley Dr, Lakeview Dr, Overhill Rd

     - October 28-Nov 1: The Preserves on Travis Rd., Loomis Dr., Putney Rd., and Meadow Park Rd.
